People who block others for a sheer visit have a clear mental issue.
They suffer from low self-confidence and a lack of self-respect. It is the cry of a lost soul to compensate for the absence of education, proper upbringing, manners and politeness. They're inept, plain and dissatisfied simpletons. Laugh it off and move on. Even trying to understand them is a total waste of time - you might as well try to understand a microbe or a vacuum…

You must be joking! People on the streets don't have a sign around their neck that says "searching" or "single". This is primarily a DATING platform. I understand that winking is or can be annoying which is why people can deactivate that function , so if you are "very annoyed by this way to attract attention" just disable the function.
But honestly do you talk to complete strangers on the STREET? Even the thought wouldn't occur to me…
Your comparison to the net lacks substance and hence sounds very judgemental or even condescending. If people are happy winking, let them.

Галя. Мне кажется некоторые мужчины попадая на сайт. Ощущают себя очень сильно востребованными. И получая отказ от реальных женщин, оскорбленны, до глубины души
А если уж говорить, честно то богатство выбора, это лишь « мираж» Действительно готовых к встречи и отношениям, очень маленький процент.
Но не все это понимают. И иногда само коронация, затмевает реальность.

Perhaps she was not interested in you or she did not like the fact that you sent only an emoticon in the first letter to her.
So, she had intention to block you to avoid communication between both later. And she just responded you with a smiley as irony to what you did.
Also, doing that before block you, her reply rate would not be decreased. Maybe she thought about it at the moment too.
Take what happened as experience.
