it's hard yes, but it's possible. you don't have to think that she is connected with fraud just cuz she want to go with travel agency. it's stupid and she may not know about how to do it by herself.
I think it's easy to get visa with agency for following reason:
1)they helps with documents for embassy make sure you filled form in right way etc.
2) give questions that consul may ask you so she can prepare answers before interview
3) also some can help to get ticket for lower price
4) she will feel herself more safe
I was participant of work and Travel '12. But it's only for full time students. And I must to say it's impossible to find out with all papers and payments without agency.
She can get visa with other exchange programs. For example she can go with purpose to improve her english in language schools or other.
