Closed towns?

The closed town means Closed Administrative Territorial Unit ( an area that has local government bodies, created in accordance with the procedure provided for in Article 2 of CATU Act of 14.07.1992 N 3297-1) in order to ensure the safe operation of organizations located on its territory engaged in the development, manufacture, storage and disposal of weapons of mass destruction, radioactive and other the danger of technogenic nature of materials, military and other objects (hereinafter - organizations and / or objects) for which in order to ensure the defense of the country and the security of the state, a special regime of safe operation and protection of state secrets is established, including special conditions for citizens. - restricted area for the foreigners, no free movement but at one's invitation.

To this end, the recipient party needs to contact to the Immigration Police station in Raduzhny 2 months prior to the expected arrival of the guest to issue a permit to enter foreign citizen to CATU Raduzhny.

Closed town means  Highly RESTRICTED AREA  because its related with State secrets,  manufacturing  for   Military/Defence, Nuclear, Space industry. No any  Foreign nationals are allowed to visit such restricted areas.  Some such restricted areas not able visit even russian citizens, some areas allowed, but not recommended. 

Therefore:

1) Raduzhny town is in the list of restricted areas ( its settlement of defence industry and design bureau workers/ specialists)

2) YOU not able/ not allowed  travel there

I Neil I met someone from a closed town a couple of years ago she made items for people working on the oil pipeline. These city’s to visit you need permission off Putin I’m told. Met in a nuteral location

Не все русские люди могут попасть в закрытые города. Я так же не могу посещать закрытые города когда захочу. Нам нужно иметь серьезную причину. Например: посещение близких родственников и собрать документы, чтобы это подтвердить, в том числе приглашение самих родственников. Дело не в Вас лично. Дело в серкретных объектах.
