I would even go further than that and say "never send money regardless", unless you really are in a relationship. If someone is for real, they will agree to you purchasing a flight ticket and taking over all the expenses that come with a first meeting.
The golden rule is: never agree to pay for a passport (as you have no proof of the person's identity) and only agree to any kind of material support or financial assistance after you have had real life communication with live camera on.
Scammers have become really sophisticated by now, blurring the camera and saying that their device was broken, but a camera conversation would be possible, IF you buy them a new phone or they want a pay cheque in advance (usually Western Union of Moneygram). Forget about both and use paypal instead. There's always a reverse option included (unless you send it to friends).
