Eric, let me start by saying that I totally agree with your attitude regarding helping those in need. And I admire your willingness to share what you have with the less fortunate. Very merciful of you.

I believe you are under impression that Poland was a part of the USSR. Nope. Poland was an independent country then and it is now. I cannot speak of what life was in Poland back in the day, but in the USSR where I was born and lived for the first 19 years of my life beggers were virtually non-existant. The Soviet authorities did not look at panhandling favourably, and persecuted those who engaged in that. Sure, there were exclusions, but very-very few. Having said that, it does not mean that there were not people living in poverty in the USSR. But opportunities to make a living and some sort of safety net were present. Labor jobs were readily available for those who needed them. Individuals with disabilities who could not work could be awarded disability benefits or be institutionalized if they had no family to take care of them.

I am not sure if you are aware of that, but in modern Russia and Ukraine begging has become a profitable business that is controlled by an organized crime. Sadly, criminals exploit many vulnerable people forcing them to work, often for food and drugs/alcohol. Once in that business, it's very hard for the victims to get out.

You're a kind-hearted man. And so are many other people. It's almost an instinct to help out a child in trouble. Organizers of the panhandling business are well aware of that feature of human psychology and exploit it shamelessly.

"When everything with this Covid pandemic has gone away, I will go back.
And for sure, I will have that special budget ready ..."

If you really want to make a difference without having worrying of being taking advantage of, you may consider donating to one of the reputable charity organizations that work for good causes.
