I most strongly advise AGAINST any other form of private arrangement or agency. The temptation to trick someone is vast for them and the chance for you to obtain compensation pitifully low.
Once you enter the country, you need to register with the official partner (agency or person, if you choose airbnb for example). Once you register, you're free to travel, but you must stay the first 72 hours in the place of registration.
