Is the city important? To a degree, yes. For example when I went to Syzran some time ago, I was in the air for a total of 22 hours there and back. And I had 3 1/2 days available, so it was quite difficult. The round trip air time to your locale is about the same. And from America, it is nearly double. Certainly it is possible to plan a trip to the middle Volga where you are, but for most people it takes planning and energy and a lot of faith that things will be successful. I would contemplate a visit to Perm, which is more arduous and to visit for 2 or 3 days it would take about 11 or twelve hours there and the same time to return. So most of the time in Perm I would be asleep! A proper meeting in Cyprus or London or even Peter would suit much better. Language. So go to Tatarstan and what to talk about? After 10 minutes resolves to hand signals and physical passion, not very much to build a solid foundation.

I see ladies on the site for 2 or more years and they descend into cynical and bitter thoughts that they do not connect; all men play games and do not answer after some time. But in the same time not improving a single word of English. Not even a word. Not expressing an interest in it. Can they be serious? In my country the government requires the spouse or fiancé to sit an English examination before the visa will be issued. So it is important to have a clear concept of what is involved.

So indeed, location and language can be factors in solidifying the connection. I know also that innumerable women have found worthy partners and have overcome such obstacles, but not sure how they accomplished it.
