$10,000 is certainly enough money to stay in Canada for 1 month. More than enough I feel.

You could rent an apartment for the month and eat in restaurants every day. Some hotels may get expensive, but I assume that if you have close relatives that you would stay with them. Your relatives could give you a letter of assurance to include with the visa application, that they will provide for you if you run into trouble. 

 

The visa department are not required however, to give the reason for denial. Your are correct about the political climate between Canada and Russia though. Things may be different with the new government, it is difficult to say at this early stage. The new government is much more logical and practical. 

 

They want some assurances that you will return to your home country by the end of your visa. 

They take into account things like your health, or if you have enough money (which you do), or if you have a criminal background, or if they think you are a flight risk, if you have booked a return ticket, assets or employment that you need to return to.
