Dear Hermann, Thank you for your interest. now a days the regulation of the government had slightly changed, If you know this lady, you propose to her, after she agree to the marriage you must request her hand in marriage from her father. the father duty is to check if you are a good fit to her, and advise her and consult her. if she yes, she must request a permission from Ministry of Interior. (note: law dictate any citizen want to marry from abroad must obtain a permission from MOI = gain visa for spouse). after she get the permission you can marry in Saudi Arabia or in Germany. authenticate and register the marriage via Embassy.
