There are two ways to define "third world": initially there were the 1st world - USA and NATO countries, the 2nd world - USSR and the Warsaw Pact countries, and the rest - the third world. These days with no Warsaw Pact around the division is by economy.
The Russia is down to number 70 on the UN's GDP per capita list - hardly a first world.
