If it is distance, I'd recommend meeting in a third country very soon. Pay the expenses for both parties if you trust her, and find a place that she will agree to. It's normal that conversation dries up - in my experience, the first meeting should happen quite quickly from meeting online to keep interest, likely within 1-2 months and every 2-3 months after that. It's certainly possible that she wants it to happen, but indeed is losing hope and has become very sad about it. If you have already met before and she has grown progressively more sad, it is possible she is missing you and likes you very much.
