Honestly, they probably can.) I drive a taxi and had a former homeless person tell me he made more begging on a street corner than he ever could working his current job. I was amazed. In my city we have thousands of people without a permanent home that stay in motels and hotels each night. Of course our hotels in Denver are much less than NY.
