Ukraine scam or not?

Hello I have met a girl from Andreevka and I would like to meet her. We've been corresponding via email for a few weeks and I would like to arrange a meeting. Either I can go there or she can come here. My policy is not to send money to anyone personally I meet on the internet. She is telling me it is a war zone there with block posts and such, so it is not good to go there. Is this correct ? Alternatively, she is telling me that she can get a tourist visa to the U.S. from a friend of hers but I would have to send the money via wire to her or her travel agent friend. I'm a good judge of character, not an idiot. I have traveled abroad before, but know nothing about this area of Ukraine. Is this a scam ?
